El Dorado man arrested for failure to register as sex offender

An El Dorado man was scheduled for a first appearance hearing Monday in 35th Judicial District court on a felony charge for allegedly having failed to register as a sex offender for three years.

Richard Dearing, 59, was arrested April 21 for failure to comply with reporting requirements.

Police said Dearing was required to register as a sex offender three years ago in connection to a previous arrest but had not done so.

He is listed as a Level 3, high-risk, offender.

Dearing was to have reported to the EPD in February of 2020 to be added to the sex offender registry but he did not comply with the requirement.

He was also required to follow up with the applicable reporting agency every six months and notify authorities of any changes of address, phone numbers, vehicles, etc.

El Dorado police learned April 21 that Dearing was living at a residence in the 700 block of Liberty. Police noted that Dearing had an unknown address listed on the sex offender registry, according to Arkansas Crime Information Center records, and had not reported the Liberty Street residence.

While patrolling the area of College Avenue and Liberty Street the same day, police reportedly spotted Dearing walking east on Liberty and they took him into custody.

Aggravated assault arrest

Another El Dorado man was being held in the Union County jail Monday, days after he was arrested for aggravated assault on a family or household member and other felony charges following an alleged attack on a woman at his residence in the 1100 block of West Faulkner.

Diangelo Keaton,32, was arrested April 18 for aggravated assault on a family or household member, possession of marijuana with intent to deliver and possession of drug paraphernalia.

He was arrested again on April 19 for parole violation.

Police received a call about the incident just before 4:30 p.m. and spoke with the victim at EPD headquarters.

The woman told officers that she had gone to Keaton's residence to return a baby walker, noting that she babysits his children every day.

She said that when she arrived at the West Faulkner Street residence, Keaton, her former brother-in-law, "came to door irate and was cursing her."

The woman said Keaton's girlfriend then came outside and as his girlfriend was speaking with her, Keaton came outside, shoved his girlfriend "out of the way, and then grabbed the victim by the throat.

Keaton slammed the victim against a vehicle and choked her, the woman said, adding that she could not breathe and "thought she was going to die."

The woman said she fled the area when Keaton released her.

It was unclear why Keaton was upset with the woman. She noted that she and Keaton "generally had a good relationship and had never had any issues."

After speaking with the victim, police said they went to Keaton's residence and took him into custody without incident.

He received a $15,000 cash or corporate surety bond during a first appearance hearing in district court on April 19.
