Smackover council approves work on Broadway Street, Pleasant Oaks Drive

The Smackover City Council met on Monday, April 12 for its monthly meeting.

The meeting began with members unanimously approving the previous meeting’s minutes, the monthly financial statement and payment of monthly bills.

In new business, council members approved two bids for milling and overlay work previously discussed in February and March.

Each proposal received one bid. The work on Broadway Street’s bid totaled $114,875, while the project on Pleasant Oaks Drive received a bid totaling $138,675.

On Pleasant Oaks, the bid proposes to “mill down the existing asphalt along the curb line to allow new asphalt to match the gutter, patch areas of failed asphalt and install (two inches) of compacted hot mix asphalt, surface course” for the entirety of Pleasant Oaks Drive.

On Broadway Street, the bid proposes to “mill off existing asphalt pavement down to the concrete, patch areas where trees are removed and install (two inches) of compacted hot mix asphalt, surface course.”

The milling work will be split with the city and preparatory work, such as the removal of concrete islands on Broadway Street and trees, was previously approved to be completed by the city.

The work on Broadway Street is from 8th Street to the railroad tracks located north of 6th Street.

Both bids were from Smackover Paving and each was the sole bid for the projects.

A motion to accept the bids passed unanimously.

Council members also voted to sell a piece of property owned by the city, the former location of Spight’s Grocery.

A motion to place a minimum bid of $5,000 on the property passed.

Next, two residents spoke before the council to request reimbursement for plumbing work they attributed to issues with the city water main.

Council members discussed the situation with the residents and considered whether their situation is similar to other instances when the city has reimbursed residents due to plumbing issues.

The council eventually voted to approve paying the residents $540 in reimbursement for the plumbing work in a 4-1 vote.

A police activity report was presented for the month of March in documents made available by city Recorder/Treasurer Rick East.

According to the report, the Smackover Police Department had 96 calls in March with two misdemeanor incident reports and arrests and six felony incident reports and arrests. The SPD took two accident reports, completed 1,166 security checks, 82 traffic stops with 25 tickets and 74 warnings, responded to four alarms and completed 15 assists in March.

The minutes for the council’s March meeting were also available at the April meeting.

According to the minutes, the council approved removing trees and the median for the Broadway Street project and approved the city’s annual donation of $5,000 to the Smackover-Norphlet Boys and Girls Club during that meeting on March 8.

The next Smackover city council meeting will be on Monday, May 10.
