A man has been arrested and his brother is wanted in connection to a shooting that left another man injured last month at a local convenience store.

Justin Norman, 21, of El Dorado, was struck in the arm April 29 when shots were fired at Rainbow Food Mart, 1010 S. Washington Ave.

Police were called at 11:10 a.m. to Medical Center of South Arkansas in reference to a gunshot victim and they made contact with Norman, who, they said, had sustained entry and exit wounds in his arm.

Norman’s injuries were not life-threatening and he was treated and released from MCSA.

An arrest warrant has been issued for 23-year-old Randy Lamar Miller Jr., of the 600 block of East Spring, for his alleged role in the shooting.

Miller faces felony charges of first-degree attempted murder, possession of a firearm by certain persons, aggravated assault, first-degree criminal-mischief and penalty enhancements for felony with a firearm and engaging in violent criminal group activity.

Miller’s brother, also named Randy L. (LaMarquez) Miller, 20, and also of the 600 block of East Spring, was arrested Tuesday in connection to the shooting.

Capt. Scott Harwell, of the El Dorado Police Department’s Criminal Investigative Division, said an arrest warrant had also been issued for the younger Miller, who was already being held in the Union County Jail on a slew of unrelated charges when officers served the warrant.

Bonds totaling $100,000 were set for the unrelated charges during a first appearance hearing Wednesday in 35th Judicial District Court.

Randy LaMarquez Miller faces charges of two counts of possession of a firearm by a certain person, possession of marijuana, simultaneous possession of drugs and firearms, possession of drug paraphernalia, parole violation, possession instruments of crime and fleeing.

In relation to the April 29 incident, Randy LaMarquez Miller was arrested on similar charges as his brother, including first-degree attempted murder, aggravated assault, first-degree criminal-mischief and penalty enhancements for felony with a firearm and engaging in violent criminal group activity.

Harwell said Randy LaMarquez Miller is scheduled for a first appearance hearing today for the charges that were included in the arrest warrant.

Randy LaMarquez Miller is in custody at the Union County jail.

He said investigators have not yet established a motive in the shooting and the probe into the incident is ongoing.

“We don’t anticipate any more arrests at this time, unless more information comes up, we don’t expect any more arrests,” Harwell said.

He declined to release information on how the Miller brothers were identified as suspects in the shooting.

Harwell previously said arrest warrants had been issued for suspects in the shooting but declined to name the suspects at the time.

Shortly after Norman was released from MCSA, he was arrested in connection to another shooting that occurred April 8 in the 300 block of Marrable Hill.

Another man, 23-year-old Chino Q. Lovett, 23, was arrested May 5 in connection to the Marrable Hill shooting after turning himself in to police.

They both face charges of three counts of aggravated assault, terroristic act, first-degree endangering the welfare of a minor, possession of a firearm by a certain person and felony with a firearm.

No injuries were reported in the incident.

The complainant told officers that Lovett and Norman, both of whom he knew, pulled behind him while he was at Rapid Stop/Goodcents, 1800 Lorene, noting that the suspects were in separate vehicles.

He said his 6-month-old daughter and a woman were inside the vehicle with him at the time.

The man said he left the business and drove to a friend’s house in the 300 block of Marrable Hill and shortly after he parked, Lovett and Norman leaned out the windows of their vehicles and fired several shots at his vehicle before driving away.

He said he then drove to his residence in the 1100 block of Marrable Hill.

The woman was sitting in the front passenger’s seat and his daughter was in a vehicle safety seat in the rear passenger’s seat, according to a police report.

The incident was reported at approximately 7:43 p.m.

Officers said bullet holes in the vehicle indicated that a bullet had traveled through the rear passenger’s door to the rear door on the driver’s side and another bullet traveled through the rear quarter panel on the passenger’s side of the vehicle and exited through the rear passenger’s seat.

The rear and front passenger’s side bumpers also appeared to have been grazed by bullets, police said, adding that they recovered a bullet from the rear passenger’s floorboard.

While surveying damage at the residence in the 300 block of Marrable Hill, police said they spotted a bullet hole just below a window.

A water drainpipe on the east side of the house had also been damaged by a bullet, police said.

A resident there told officers she was home at the time of the shooting and no bullets entered the house.

Five spent shell casings were recovered from the scene, according to police reports.

Police said the casings came from two different handguns, noting that four of the casings were fired from the same handgun.

On the morning of April 9, police were called to the 200 block of Marrable Hill after a man reportedly found a bullet hole in his house.

The man told officers that he was inside his residence at approximately 10 p.m. the previous night when he heard people arguing and several rounds of gunfire erupting in the driveway of the residence in the 300 block of Marrable Hill.

He said a bullet traveled through the east living room wall of his residence, ricocheted off an interior wall and landed near the couch.

Arrest warrants were subsequently issued for Lovett and Norman.

Harwell said investigators do not anticipate any additional arrests in connection to the Marrable Hill shooting at this time.

The investigation is ongoing.
