Lovell Govan, Jr., 46, of Huttig was arrested in Shreveport, Louisiana over the weekend and was being held at the Caddo Parish jail Sunday afternoon.

Govan, who is wanted locally on charges of attempted capital murder, kidnapping, burglary and felony theft, was booked into the Caddo Parish jail at 4:29 a.m. Sunday.

The Union County Sheriff’s Office asked local residents to be on the lookout for Govan Thursday morning after he was identified as a suspect in a shooting and kidnapping incident that took place in Strong over the course of two days last week.

According to a press release from the UCSO, two people — a 17 year-old girl and her 39 year-old mother — were both held hostage and shot multiple times by Govan when they returned to their home late Tuesday night, where he was waiting. A third victim and her four year-old child were also taken hostage the following day when she stopped by the residence and Govan led her inside and showed her that he had a firearm.

The third victim, who was uninjured, was able to escape the home Wednesday night, according to the UCSO; she ran to a neighbor’s house and called 911. The other two victims also tried to escape, and Govan shot the mother in the face as they did so, according to the release.

“It was something that no one should have gone through,” Union County Sheriff Ricky Roberts said Thursday.

The younger victim has since been treated and released from the Medical Center of South Arkansas. The mother was lifeflighted to a Little Rock hospital after initial transport to MCSA. Her condition was unknown Thursday, but Capt. Jeff Stinson, chief detective for the UCSO, said as of Friday, she was doing better.

Roberts said Louisiana State Police made the arrest Sunday morning. Govan was driving a vehicle belonging to the third victim, Roberts said, which he reportedly left the scene of the crime in Wednesday night. The Caddo Parish jail log lists him as being in illegal possession of stolen things in his charge description.

The UCSO has started the extradition process, and Roberts said the office hopes to have Govan back in Union County by mid-week.
