County Arrests

• On Dec. 2, William C. Shaw, 38, of Scott City, Miss. was arrested on two failure to appear warrants.

• On Dec. 3, Justin R. Adair, 29, of El Dorado was arrested on charges of violating a protection order and aggravated assault. Adair was allegedly shooting a gun in no particular direction after telling his father he was going to “shut up” the neighbors. When a deputy found Adair, he did not have a gun and was detained for officer safety, according to the police report. Adair first claimed to be an FBI agent, then a Marine, claiming he was supposed to have the gun. He eventually showed the deputy where he put the gun and was arrested without incident.

• On Dec. 4, Jack H. Segars, 29, of El Dorado was arrested for failure to appear.

• On Dec. 4, Antonio J. Oguinn, 23, of El Dorado was arrested on charges of possession of crack cocaine with intent to distribute, possession of marijuana, simultaneous possession of drugs and a firearm, possession of a firearm by certain persons, possession of drug paraphernalia, driving on a suspended license and careless driving. According to the police report, a deputy observed Oguinn driving erratically and conducted a traffic stop. During the stop, the deputy noticed the smell of what he believed to be marijuana. Oguinn gave the officer a cigar with marijuana inside and said it belonged to his cousin. Because Oguinn was on probation with a search waiver on file, the deputy proceeded to search his vehicle. The deputy discovered a pink case with two baggies of what appeared to be crack cocaine along with a check stub with Oguinn’s name, a bag with a scale and a bag of marijuana, two pill bottles which appeared to contain crack cocaine and a firearm. Oguinn said his cousin had been driving the car right before he took it and he should have checked it before he drove in it, according to the police report.

• On Dec. 5, Patrick D. Conway, 44, of Texarkana was arrested on two counts of forgery.

• On Dec. 5, Laquan S. Aubrey, 23 of El Dorado was arrested on charges of first-degree terroristic threatening, aggravated assault, first-degree endangering the welfare of a child and third-degree domestic battery. According to the police report, Aubrey allegedly attacked his girlfriend and threatened the lives of her and her child. She said he loaded a shotgun in front of her and chased her away from the house with it. Officers observed several injuries on her body, including red marks around her neck and scrapes and cuts on her arms, legs and feet.

• On Dec. 5, Steven C. Lambert, 48, of El Dorado was arrested on charges of second-degree forgery.

• On Dec. 5, Tonya M. Sullivan, 40, of El Dorado was arrested on a petition to revoke her probation. She was picked up from the Ashley County Jail.

• On Dec. 7, Philip J. Benson, 24, of Lawson was arrested on charges of tampering with physical evidence and theft of property.

County Reports

• On Dec. 1, a man was arrested on charges of committing a terroristic act, first-degree terroristic threatening and endangering the welfare of a minor after allegedly shooting into the home of his daughter and her family. According to a UCSO police report, the man went to his daughter’s home and shot several times, threatening to kill her and her boyfriend. A UCSO deputy located two bullet holes in the residence the man shot at. His nine-month pregnant daughter, her boyfriend and a one-month old infant were inside the residence when he allegedly shot at it. The El Dorado Police Department arrested the man and at the time of the arrest he had four guns on his person.

• On Dec. 1, a deputy responded to a report of a house fire at an abandoned house on Massey Drive. The homeowner said the house was in living condition and had electricity. A neighbor told the homeowner two boys had been sitting on the front porch before the fire started, he said. The cause of the fire was undetermined.

• On Dec. 2, a man reported being assaulted on Old Lock Eight Road. The man said he was at home when someone else poured water on him. He said he went to change and after that, got into a fight with his mother. The man said the person who poured water on him then grabbed him by the neck to separate them. The man’s father said they wanted to press charges. However, due to it being a misdemeanor that didn’t happen in the deputy’s presence, they said they could not make an arrest, according to the police report.

• On Dec. 2, a woman reported putting an order of protection against her husband.

• On Dec. 2, a man reported swerving his vehicle to miss a deer and running into a fence and some mailboxes on Tinsley Road. The man agreed to pay to have the fence and the mailboxes fixed.

• On Dec. 2, a man reported a break-in at a residence on Hinson Road. A UCSO officer observed force marks on the back door of the house. The homeowner identified three electric space heaters as missing.

• On Dec. 2, a man reported a possible theft at a residence on Champagnolle Hill Road. The man said he observed a man and woman leaving an abandoned home down the road from his and leave with property they carried with them. He was advised to place no trespassing signs on the property.

• On Dec. 3, a woman reported a theft at her home on Amason Road. She said she had a in-home caregiver helping her to care for her husband, who had been in a hunting accident recently. She said she went to town the last time the caregiver was at her residence and two days later noticed several pieces of jewelry missing from a box in her bedroom. The items reported stolen included a one carat gold engagement band, a half carat gold wedding band, a white gold necklace with a cross and a gold chain with a golden letter M pendant.

• On Dec. 3, a woman reported being in an automobile accident that the other driver left the scene of. The woman said she knew the other driver and saw him leaving the scene after the accident. She said the accident occurred when the other person would have been leaving work.

• On Dec. 3, a man was arrested for non-payment of child support. The man was pulled over for speeding and when his name was run through the Arkansas Crime Information Center, it was discovered he had two warrants for non-payment of child support.

• On Dec. 4, a man was arrested in court for contempt of court for non-payment of child support.

• On Dec. 4, a woman was arrested for a violation of the Arkansas Hot Check Law.

• On Dec. 4, a man was arrested for violating a protection order and third-degree domestic battery. A woman said she and the man were parents to a newborn child and she asked the man to watch the child while she rested. She said the child was laying between them on the bed when her phone rang and the man got angry. She said he began yelling and pushing her head, poking her in the eye. She said he threw things around the room and kicked her in the leg, at which point she contacted friends and family members to let them know she felt threatened. A friend of the woman’s who had arrived to help said she saw the man kick the woman and yell at her.

• On Dec. 4, a man was issued a citation to appear in court on charges of failure to comply.

• On Dec. 4, a woman was transported from the Oauchita County Detention Center to the Union County jail where she was served with an arrest warrant for failure to appear.

• On Dec. 4, a man reported his son missing. He said he heard from his son’s friend that he was at a residence on Carey Lane in Norphlet. Deputies checked at that residence, and the occupants said the man’s son had been there earlier but had left for Norphlet City Park before the police arrived. One deputy got a tip that the man’s son was at another residence. The occupants there initially denied having seen him until two juveniles were seen running out the back door of the house. Both were caught up with and one was the man’s son. The children were taken to Norphlet City Hall and released to their legal guardians.

• On Dec. 4, a woman reported her son stealing property from her daughter. The missing items include an iPod and an Apple Watch, which the woman said she found in her son’s room.

• On Dec. 5, a man was arrested for non-payment of child support.

• On Dec. 5, a man was arrested on charges of failure to appear. He was picked up from the Ouachita County Jail.

• On Dec. 6, a woman reported a theft on Buckshot Lane. She said she and her siblings are currently in a dispute over the estate of their late mother. She said one relative bought several of his grandmother’s oil wells and equipment, including a tractor and its implements. The woman said the implements were being stored at her residence on Buckshot Lane (where she does not reside). She said she went to check on the residence and found the items missing.

• On Dec. 7, a woman reported a possible theft at her residence on Tinsley Road. She said she was out of town overnight and returned to find her mailbox open. She said she believed she was missing mail. She filed a report at the post office and said they were not sure whether the mail she suspected was missing had been delivered. A neighbor said she had recently found her horse pen open when it should have been closed.

City Arrests

• Tiffany N. Turner, 25, of Calion, was arrested Dec. 4 on an Arkansas Parole Board warrant for absconding.

• Sharacia L. Smith, 29, of 1334 Blackard, was arrested Dec. 4 for endangering the welfare of a minor, first-degree. Residents in the 1300 block of Blackard that a toddler, 1, was wandering in a vacant lot. A man told police the door was open at Smith’s residence, which is across from the lot, and he had attempted to make contact with someone at the residence. Residents said they tried for about 15 minutes to find the girl’s parents. Police noted that the outside temperature was 49 degrees at the time and the girl was barefoot. While speaking with the complainants, police said a boy, 4, approached them and said the girl was his sister. Police said the boy was unable to tell them where the children lived. Police said a TV and several lights were on inside Smith’s residence but no one was home. Emergency medical technicians were called to the scene to evaluate the children and the Arkansas Department of Human Services was notified, according to a police report. As officers placed the children in a patrol unit, Smith arrived on the scene on foot and said she was the children’s mother. She said she left the children asleep inside the residence while she looked for her older daughter, 9, at the intersection of Detroit and Beech, noting she was gone “only a few minutes.” The older girl was later located at Yocum Elementary School, 308 S. College, police said. She told officers she gotten off the school bus at Detroit and Beech but did not know how to get home. She said a woman picked her up and drove her back to Yocum. The younger children were transported to Medical Center of South Arkansas, where police met DHS workers.

• Bernard S. Dickerson, 33, of 726 E. Block, was arrested Dec. 2 for terroristic threatening, first-degree, and third-degree domestic battering. Dickerson’s girlfriend told officers that Dickerson issued a terroristic threat against her during an argument at a residence in the 1600 block of Short East Hillsboro. She said Dickerson threatened to kill her and burn down her house. He also poked her in the head several times, pulled her hair and threw deodorant at her, the woman said. A witness reported seeing Dickerson pull the woman’s hair and threaten to kill her.

• A 14-year-old boy was arrested Dec. 2 for aggravated assault. A woman told police that the boy, her husband’s nephew, pointed a handgun at her as she was leaving the drive-thru at Wendy’s, 1114 N. West Ave. She said the boy was driving another relative’s pickup truck and was behind her in the drive-thru line. She said he shouted something to her, but she could not “make out what he said,” so she began to leave. She said the boy then pulled alongside her and pointed the gun at her. Moments later, police said the woman’s husband told them that he could not reach his wife, and officers told him they had just spoken to the woman about the incident at Wendy’s. The man said he would meet his wife on the scene and a short time later, he told officers that he had spotted the boy at Wendy’s. Police said they made contact with the boy on the parking lot of Arby’s, which is adjacent to Wendy’s, and took him into custody. Police said they recovered a handgun in a wood line nearby, just west of Columbia Avenue. The boy was cited and released into the custody of his mother and was scheduled to appear at the Union County Juvenile Probation Office on Dec. 3.

• Dominique Kimble, 27, of 1316 W. First, was arrested Dec. 1 on an Arkansas Parole Board warrant for parole violation.

City Reports

• A woman told police Dec. 7 that someone broke into her residence in the 200 block of Hargett. No items were reported missing. The woman said the suspect(s) left a knife on the kitchen table, noting the knife belonged to her.

• An employee of EZ Mart, 400 W. Hillsboro, told police Dec. 5 that a customer issued a terroristic threat against her when she initially refused to sell him alcoholic beverages. She noted that she refused the sale because the man appeared to be heavily intoxicated. The woman said she completed the sale after the man threatened to “shoot her and kill her because he was from Texas” and began tugging at his waistband as if he were reaching for a handgun. The suspect then left in pickup truck, the woman said.

• Police responded Nov. 6 to a report of a domestic disturbance at a residence in the 1000 block of Moore, and upon arrival, they saw a 13-year-old boy sitting on the floor in the den with blood on his left eye. The boy told officers that his stepfather struck him twice with a pistol during an argument. The boy said his stepfather drew the gun and struck him in the eye, knocking him to the floor. He said the suspect struck him a second time with the gun and then pointed the pistol at him. A witness corroborated the boy’s account of the incident, adding that the suspect chambered a round in the handgun before pointing it at the boy. The boy’s mother told officers the argument began when the boy “bragged” getting into a fight. She also said the boy’s pants were sagging. She said the boy’s stepfather told the boy that fighting “was nothing to brag about and he needed to stop acting like that and doing these types of things.” She said the man then told the boy to pull up his pants. The boy complied and then “got into a fighting stance toward” her, the woman said, noting that she is pregnant. When his stepfather told him to stop, the boy grabbed a BB gun and pointed it at his stepfather’s head, the woman said. She said the boy’s stepfather then struck the boy in the face with the handgun and left the residence prior to officers’ arrival. The boy told police he had gotten into a fight at the El Dorado Christmas Parade. He was transported to Medical of Center of South Arkansas, where he was treated for a small laceration on his left eyelid. Police said they notified the Arkansas State Police about the incident.

• On Dec. 5, a woman told police that her landlord issued a terroristic threat against her. She said her landlord came to her residence in the 1300 block of E Avenue and asked for the rent. The woman said she told the property owner that she would pay the following day, noting “she had a death in the family.” The property owner then issued the threat, the woman said. The property owner told police that when she attempted to collect the rent, the tenant said she would pay the next day and then began running down the street. “for no apparent reason.”

• A man told police Dec. 4 that someone removed the fuel tank from his vehicle.

• A woman reported Dec. 4 a burglary at her residence in the 100 block of Randolph. She said two flat-screen TVs were missing. Police said the complainant had provided a contradictory account about the burglary the previous day. Officers noted that on Dec. 3, they were called to the 500 block of North Parkway in reference to an assault involving a weapon. A man said “some individuals” came to his residence and brandished a weapon. The complainant said a man accused his teenage son of breaking into the residence on Randolph. The complainant said the man got into a vehicle and drove to the Randolph residence. Police said they then made contact with the Randolph resident and she said she believes the teen had broken into her residence, noting that he had reportedly been seen in her yard along with two other people. The woman said she did not know about an altercation at the Parkway residence. The landlord for the house on Randolph also told police Dec. 4 that someone previously broke into the house and stole his tools.

• A man told police Dec. 4 that someone broke into a residence in the 700 block of Ouachita and stole two hot water heaters. Police noted that a man, William V. Rester, 40, who has given an address of 319 Dunning, was arrested for criminal trespassing on the property just before the complainant noticed the water heaters missing. Rester had been squatting in the residence, according to a police report.

• A woman told police Dec. 4 that someone flattened the tires on her vehicle at her residence in the 1100 block of South West Avenue. A suspect was identified. The woman also told police that the suspect had been harassing her and had ignored her requests to stop calling or texting her.

• On Dec. 4, a man told police that someone broke into his vehicle at the Spudnut Shoppe, 810 W. Faulkner, and stole $1,200 cash.

• A man told police Dec. 3 that someone broke into his residence in the 100 block of Omega and stole a handgun and TV. He also said the suspect(s) removed several pairs of jeans from a closet and placed them on a utility trailer in the yard.

• A woman reported Dec. 3 that a man she knew threatened her with a gun during an argument in the 1600 block of Short East Hillsboro. She said the suspect placed the barrel of the gun to her temple and threatened to kill her and her son, 1, who was present during the incident. She said the suspect then fled.

• A man told police Dec. 1 that a man he knew threatened him with a handgun at Shoe Outlet, 1332 E. Hillsboro. The victim said the suspect “verbally assaulted him” inside the store and when he left the store, the suspect again approached him outside the store, brandished a handgun, pressed the barrel of the gun to his chest and threatened to kill him. He said he later saw the suspect drive past his residence twice in the 1000 block of West Second.
