Two weekend breaches in a private levee on the Ouachita River in northern Louisiana had dropped the flooded river’s levels in southern Arkansas by more than a foot by Tuesday.

The breaks — which occurred Sunday on the Mollicy Levee in Morehouse Parish about eight miles south of the Arkansas line — flooded a 30,000-acre field north of Monroe, La., but provided relief for residents of Union and Bradley counties.
