A second extradition hearing has reportedly been set for a man who stands accused in the 1992 murder of a local business owner.

An arrest warrant was issued last month for James E. Clemons, 45, in the murder of Billy Ponder. Ponder’s body was found April 28, 1992, inside his flower shop, Billy Ponder’s Flowers, then located at 1302 N. West Ave. He had been stabbed multiple times.
