“In the past, men who have held my position have been known as the ‘Drug Czar,’ I guess that makes me the ‘Drug Czarina’,” said Fran Flener, state drug director, as she opened her speech at the El Dorado Rotary Club meeting on Monday.

Flener, appointed to her current position last April by Governor Mike Beebe, was introduced by Union County Sheriff Ken Jones. She began her speech with a list of statistics illustrating the severity of the drug problem not only in Arkansas, but nationwide.
