Secretary of State Charlie Daniels last week approved a proposed initiated act for the Nov. 4 ballot that will further hinder efforts to find homes for children in the state’s foster care system.

The required signatures were verified and the Arkansas Family Council Action Committee will once again attempt to prevent gays from adopting children, which will also prevent others from providing homes due to the elimination of certain waivers.
