While I did not grow up in Arkansas, I did live in a small town in Upstate New York, south and east of Buffalo, for many years. Dairy cows were the major industry along with Attica State Penitentiary. Winters were long; it would usually snow by Halloween, so my son would wear a coat over his costume when trick or treating, and it would stop snowing sometime in April. Winter was bleak living near the Great Lakes, Ontario and Erie, since most every day was cloudy and windy and well as cold. The Town Square had a soldier, an old courthouse, but most other stores were closed.
