In November the people of Arkansas will be voting on a lottery proposal the proceeds of which will go to fund college scholarships. Some people have voiced opposition to the lottery believing that poor people will buy more lottery tickets than they can afford. It seems to me that if it is a proper function of the state government to protect poor people from themselves then it seems that the state should also prohibit poor people from owning credit cards since many people go into debt from overextending themselves.
