City Arrests:

• Robert T. Fulmer, 43, of 879 Agnes Road, was arrested Sept. 28 for false evidence of title or registration, failure to pay vehicle registration and no proof of liability insurance. Fulmer was taken into custodyduring a traffic stop in the 1800 block of College after officers noticed that the expiration date appeared to have been altered on a temporary license plate on his vehicle. Police said the expiration date displayed on the plate was October 2018, noting they had priorknowledge that the actual date of expiration was August 2018. Fulmer is being held in lieu of bond in the Union County Jail. He is scheduled for a first appearance hearing Monday in 35th Judicial District Court.

• Tyrice Fletcher, 20, of 306 Hudson, was arrested Sept. 28 on a warrant for first-degree terroristic threatening. Fletcher is accused of issuing a terroristic threat against and harassing a relative. The relative toldpolice Sept. 26 that Fletcher and another suspect demanded she pay them $100 to replace cologne her young daughter allegedly spilled.

• Allen W. Walthall, 41, of 820 Virginia, was arrested Sept. 25 for aggravated assault, first-degree terroristic threatening and third-degree domestic battering. Katina M. Duggar, 32, of 2515 Haynesville Hwy., was also arrestedfor third-degree domestic battering. Officers were called to the Virginia Avenue residence in reference to a domestic disturbance. Another resident told police that Walthall and his girlfriend, Duggar, were fighting inside the house. Witnesses said Walthall struck Duggar in the rib cage with his fist and issued terroristic threats against her. Witnesses told police that Duggar exited a bedroom with a knife, saying that Walthall had threatened her with it. Duggar told police that Walthall punched andkicked her in the rib cage. Duggar said Walthall struck him in the face during an argument. He noted that he was sitting on the bed at the time and had rolled onto his back and “put his legs out” to prevent Duggar from striking him again. Policesaid the area underneath Walthall’s right eye was swollen. Police said they seized a knife from the residence as evidence.

• Colton H. Brown, 21, of 3877 S. Jackson Ave., was arrested Sept. 22 for possession of marijuana with intent to deliver and possession of drug paraphernalia. While investigating a traffic accident in the area of North West Avenue and Griffith, police received information from a witness that Brown had dropped baggy containing an “unknown substance” behind Risinger Spur, 2100 N. West Ave. Police said they found a bag containing 14.3 grams of marijuana in a dumpster behind the business. Browninitially denied having any narcotics but admitted he had placed the marijuana inside the dumpster after it was discovered. He also turned over to police scales that were inside his vehicle, according to a police report.

City Reports:

• A woman told police Sept. 28 that someone entered two vehicles at her residence in the 500 block of West Wesson and stole a debit card, driver’s license and backpack, which contained a second driver’s license and variousother items that belonged to her daughters.

• Police responded Sept. 28 to a report of a burglary at Memorial Stadium. A woman told police that someone broke into the concession stand on the west side of the stadium and stole seven soft drinks and candy, all valued at $25. A possible suspect was identified.

• A man told police Sept. 28 that someone broke into his vehicle at his residence in the 600 block of West First. No items were reported missing. The man said the vehicle was locked, adding that someone previouslybroke into the vehicle and stole the keys.

• A man reported Sept. 27 that someone fraudulently withdrew $513.85 from his bank account, causing an overdraft of more than of $100. A suspect was identified, according to a police report.

• On Sept. 27, a woman reported the theft and fraudulent use of two credit cards and a debit card. She provided information about a possible suspect.

• A woman told police Sept. 27 that someone broke into her vehicle at her residence in the 800 block of West First. No items were reported missing.

• Police responded Sept. 26 to a report of breaking or entering of a vehicle at a residence in the 1300 block of Combs. A man told officers the suspect(s) stole the radio and a wallet containing a pre-paid debit card and a government-issuedelectronic benefits transfer card.

• Officers were called Sept. 26 to a residence in the 300 block of North Yocum in reference to an attempted burglary. Police said the screen door was damaged, and it appeared as if the suspect(s) attempted to pryit open.

• A woman told police Sept. 26 that someone entered her vehicle at her residence in the 1700 block of West Cedar and stole $1 in change.

• Police responded Sept. 25 to a report of an aggravated burglary at a residence in the 600 block of Apple. A woman told officers that a man broke into her residence, brandished a handgun and grabbed another malewho was inside the residence. She said the suspect pointed the gun at the second male’s head and said, “Give me everything!” The woman said her adult daughter was also inside the residence at the time, and the suspect took the three victims’ cellphones and smashed the phonesinto the floor. The suspect reportedly “dragged” the second male around the house, while emptying drawers and saying, “Give me everything! I know you got it!” He then left the residence, taking a safe with him, the complainant said. The suspect was described as a young black male with a slender build, wearing black jeans, a black hooded sweatshirt and gloves. The woman said the suspect had tied the hood of his sweatshirt over his head, and he was carrying a black and brown backpack. Policenoted three broken cellphones on the living room floor and drawers and their contents strewn about the floor in a back room.

• A man told police Sept. 25 that someone broke into his tool shop in the 600 block of East Third and stole a chainsaw, leaf blower and weed eater.

• A woman reported Sept. 25 the theft of her vehicle — a white, 1996 Chevrolet Lumina — from her residence in the 400 block of South Newton. The woman said she had gone inside her residence, leaving the doors tothe car unlocked, and when she returned, the car was missing. Police later learned that the vehicle had been abandoned in the 200 block of Marrable Hill and that two males had run away from the car. Police said two males who were in the area were briefly detainedand released, noting that a witness could not positively identify them as the males who had run from the car.

• A woman told police Sept. 24 that someone stole her vehicle and she heard the suspect had sold the vehicle to a scrapyard. Police said the woman initially reported the vehicle stolen in August, but officers were unable to complete a report then because the woman could not provide an accurate description of the vehicle or proof of ownership. Police said the woman provided the vehicle identification number on Sept. 24.

• A man told police Sept. 24 that someone forged several checks totaling $310, causing an overdraft on his bank account.

• On Sept. 24, a woman told police that someone broke into her residence in the 1300 block of West First and stole a TV.

• Two residents in the 400 block of Pelham reported Sept. 24 that someone fired gunshots in the area. Both said they heard three gunshots and police said they found three shell casings in the road in front of one of the complainants’ residence. The complainant reported that her pit bull was missing and nearly two hours later, the complainant said the dog was found dead beside her front porch. She said the dog had what appeared to be three bullet wounds.

• A woman told police Sept. 23 that someone broke into her vehicle at her residence in the 900 block of East Oak and stole a coin purse filled with change.

• A man reported Sept. 23 the theft of a toolbox containing welding tools from the bed of his pickup truck. His truck was parked at his residence in the 800 block of Virginia.

• A woman told police Sept. 23 that she was awakened by the sound of someone “rattling” the doorknob of her residence in the 900 block of East Elm. According to a police report, the woman scared off the suspect(s)by saying, “I wouldn’t do that,” and when she went outside, she noticed the driver’s door of her vehicle open. She said several items inside the vehicle had been disturbed. No items were reported missing.

• Two women told police Sept. 23 that someone entered their vehicles at their residence in the 400 block of West Second and stole a total of $63 cash.

• A man told police Sept. 22 that someone broke into a residence he is renovating in the 400 block of West Main and stole two circular saws, a jigsaw, air compressor and two wrench sets.

County Arrests

On Sept. 21, Joshua J. Worth, 30, of El Dorado was arrested on charges of forgery in the second degree. An employee of First Financial Bank told the Union County Sheriff’s Department that he suspected Worth of forging checks and cashing them. The employee noticed a pattern of Worth visiting a different First Financial branch every day over about six days and cashing checks for relatively large amounts. The employee suspected that about $2500 had been taken over those days. According to the police report, Worth made a spontaneous confession on the way to jail, saying he was fully responsible.

On Sept. 21, Paula Worth, 56, of El Dorado was arrested on charges of forgery in the second degree.

On Sept. 24, Kalan J. Bowman, 24, of Strong was arrested on charges of theft by receiving and fraudulent use of a credit card. A woman reported in August that she received a bill for a credit card she hadn’t used since 2015. She told officers that one of the charges was made at Tom’s One Stop in Huttig, and that they had video footage of the suspect.

On Sept. 25, Crawford A. Miller, 46, of El Dorado was arrested for a felony parole violation.

On Sept. 25, Lisa S. Jolley-Williams, 50, of El Dorado was arrested on charges of battery in the second degree with injuries, domestic battery in the second degree with physical injuries caused, criminal mischief in the first degree with property damage over $500 and violation of a no contact order. According to the police report, Williams went to her estranged husband’s home and broke in through a window. Her estranged husband tried to stop her when she allegedly stabbed him in the leg. The police report states that another woman in the house was awoken by the struggle and came to assist the man. At that time, Williams allegedly stabbed the other woman in the hand, then again in the neck and the side.

On Sept. 28, Ashley M. Gunter, 32, was arrested on charges of endangering the welfare of a minor in the first degree, resisting arrest, criminal mischief in the first degree, with property damage over $500, domestic battery in the third degree and aggravated assault on a law enforcement officer.

On Sept. 28, Ebonee J. Bell, 32, of El Dorado was arrested on charges of aggravated assault, theft of a motor vehicle, escape in the third degree, criminal mischief in the second degree, driving on a suspended license, resisting arrest, endangering the welfare of a minor in the second degree, possessing instruments of a crime, unauthorized use of a motor vehicle and a parole violation. A man reported that he’d lent Bell his vehicle to run errands, but that she never returned it as promised. An officer located her and the vehicle and conducted a traffic stop. According to the police report, Bell became upset so the officer sat her, handcuffed, in the front passenger seat of his patrol unit while he checked on a small child in the front seat of the other vehicle. Bell was able to move her hands in front of her and then drove away in the officer’s patrol unit. Officers used a built in GPS to locate the vehicle, but by the time they did Bell had abandoned it. Eventually an officer located her hiding under a house, still handcuffed. According to a police report, an officer found a glass smoking pipe in her vehicle after her escape.

County Reports

On Sept. 22, a man in Strong reported an attempted burglary at his residence. The man said he was at home when a man broke through the back door at his home and turned off the lights inside the home. The man said he told the second man that he was calling the police and the second man fled. At that time, the man realized his vehicle had also been broken into and discovered about $20 and a bag of his clothing missing. The man told police that he and a friend had had a run-in with the same person the week prior when the second man threatened the man’s friend with a gun and stole $100.

On Sept. 22, a woman reported that an inmate at the Union County Jail was sending letters to someone in violation of a no contact order. According to the police report, the letters referred to the intended recipient as “love” and “babe” and contained requests to talk to his attorney and the prosecuting attorneys in order to have the charges against him dropped. The man is facing charges of domestic battery in the third degree.

On Sept. 22, a woman in the Wildwood Circle area reported a theft at her residence. The woman said she had been staying with friends while the electricity and water at her new residence were turned on. The woman said her son and daughter-in-law had been staying at the new residence. The missing property included a pair of diamond earrings, a diamond ring, an iPad, a Model 66 Smith & Wesson revolver, a sapphire ring and the remnants of a Hydrocodone prescription. The latter five items were valued at about $4,700.

On Sept. 22, a man on West Ward Street reported that another man assaulted him. The man said his friend hit him unexpectedly then chased him down the road, trying to continue beating him up.

On Sept. 25, a woman provided suspect information to officers in regards to a damaged property report made last week. On Sept. 21, an employee at the Crackerbox on Calion Highway reported that one of the business’s diesel gas pumps was damaged by a vehicle leaving the store. The woman reported that the man who had damaged the pump had come back to the store to provide them with insurance information in order to repair the pump.

On Sept. 25, officers responded to a domestic disturbance on North West Avenue. A woman said she and her husband were arguing and though it did not become physical, he was very angry and throwing things around the house. The responding officer entered the house, armed with a pepperspray gun, and asked the man to show himself. The man had a warrant for failure to appear, so when he exited the home’s back bedroom, the officer placed him into custody without incident. After the man was in the police vehicle, the woman told the officer that the man had been using methamphetamine all long and had finished his supply when the police were called. The man told the officer he had used four grams of meth before police arrived and was experiencing shortness of breath and blurry vision, so he was transported to the Medical Center of South Arkansas and released to their custody for treatment.

On Sept. 25, a woman reported theft and criminal trespass at her residence on Huttig Highway. The woman said her neighbor asked if her son could leave some limbs on her property while he cleaned his mother’s yard, to be moved when the work was completed. The woman said she gave them permission to do so as long as the limbs were cleaned up. The woman said that soon after, she found several cars parked on her property. She said she told her neighbor to have her son move the cars; however, the neighbor’s son refused. The woman said she reported the parked cars to the Union County Sheriff’s Office and was told to put up no trespassing signs and to give the man some time to move the cars and then she could have them towed. She said the cars were towed about three weeks ago, but her no trespassing signs had been torn down. The woman said she noticed several trees had been cut down on her property and that someone told her her neighbor’s son had cut and sold them. The woman said she has tried to speak with the man about it but he refuses and is aggressive towards her.

On Sept. 25, a man reported that his vehicle had been damaged at the Missile Mart on Calion Highway. The man showed an officer where his back passenger side window had been busted out. The officer observed glass inside and outside of the vehicle but could not locate a foreign object that would have broken the glass. Video footage from the Missile Mart was inconclusive.

On Sept. 26, a woman reported that chickens had been stolen from her residence on Pinson Lane. The woman said she was awake at 4 a.m. when she heard a vehicle pull up to her house and two males exit. She said she tried to wake her husband up but was unable to. She said she heard the two men observe that their chicken coop was padlocked and state that they would cut the lock. The woman said when her husband woke up they went to check the coop and found about 20 chickens missing. The woman said the thefts had been going on over a period of about two weeks but they decided not to report it until now.

On Sept. 26, a woman reported being harassed via FaceBook.

On Sept. 26, a woman reported that her dogs had been stolen. She said she was staying with in-laws and having a friend pet sit while she recovered from an illness. She said her brother told her his friend found the dogs on the side of the road and took them home to take care of them. The woman said when she reached out to the man to get the dogs, he quit responding and blocked her from contacting him.

On Sept. 26, a woman reported that her husband assaulted her. She said he woke up and couldn’t find his cell phone, and assuming she took it, started throwing things at her. She said she told him she would call the police and he threw a speaker at her head, which required stitches.

On Sept. 27, a woman reported that a man falsely represented himself as a paralegal, promising to have her daughter released from prison early. The woman said they made a verbal agreement that she would pay him $2500 and he would do everything he could to get her daughter released early, with the understanding that he would refund the money if he failed. The man has since ceased contact with her and was arrested recently on a separate offense.

On Sept. 27, an officer responded to a report of downed power lines on Urbana Road. A man hauling scrap metal said the strap on his truck broke, shifting the scrap into a higher position and causing it to catch the power line. Entergy was dispatched and the road temporarily closed.

On Sept. 27, officers responded to a report of a burning vehicle on New Hope Road. The driver said they were driving when he heard a loud pop and saw flames coming from underneath the truck, at which point he and his family exited the vehicle.

On Sept. 28, a man reported that people were climbing a water tower in Mount Holly. Officers were unable to find anyone at the scene at the time.
