County Arrests

On Aug. 4, Dewey J. Wilbourn, 51, of El Dorado, was arrested on charges of false evidence of title or registration, driving on a suspended license, failure to pay registration fees, improper display of tag, no liability insurance and drinking on the highway. An officer saw a vehicle on Highway 167 with temporary tags which were folded so the identification number could not be read. The officer pulled Wilbourn over, at which point he realized the man smelled of alcohol. The officer asked for Wilbourn’s ID and Wilbourn said he would need to get it out of the car. He opened the car door and then pulled his ID from his front left pocket. The officer noticed a beer in the center console that appeared to still be cold. The officer discovered that Wilbourn was driving on a suspended license and that his tag and holographic sticker had been altered. Wilbourn said that the tag was not altered, just fictitious, according to the police report.

On Aug. 6, Michael D. Martinius, 40, of El Dorado, was arrested on a petition to revoke probation warrant.

On Aug. 7, Kyle A. Nussey, was arrested on a petition to revoke probation warrant.

On Aug. 9, Georgianna Greer, 37, of El Dorado, was arrested on charges of possession of methamphetamine, possession of drug paraphernalia and furnishing prohibited articles. Greer was a passenger in a vehicle without license plates when she and the driver were pulled over. The officer that pulled them over noted that the woman passenger kept looking over her shoulder at him as he was following their vehicle and seemed to be reaching around her shirt when he approached the vehicle during the traffic stop. The officer was familiar with the driver of the vehicle and asked to speak with him by the patrol car; when the man stepped out of his truck, the officer spotted a white pill on the floorboard that the driver said he could not identify. The driver said he did not have anything illegal in the truck, but couldn’t speak for his passenger. He said he saw her hide something on her person when the officer initiated the traffic stop. The officer asked to speak with Greer next and asked her if she knew of anything illegal in the car or on her person, to which she answered no. A female officer came to search Greer and found two syringes in Greer’s shirt. One was empty and the other full of a clear liquid believed to be methamphetamine. The female officer also located a small tin with a wet cotton ball, believed to be for in meth use. Once at the jail, the officer asked Greer if there was anything else on her person they should know about before she was booked into the jail. She said no and was taken to another room for a more thorough search, where a female officer found a bag that contained a clear crystal substance believed to be methamphetamine.

On Aug. 10, Heath M. Macon, 36, of Parkers Chapel, was arrested on charges of arson and disorderly conduct. An officer was dispatched to the Elmcrest area of Parkers Chapel in reference to a housefire. There, he found Macon, who he realized was intoxicated. While speaking with Macon, a vehicle pulled up, with Macon’s wife and another woman inside. The women yelled that Macon had started the fire. The officer told them to stop yelling and they did until Macon began to yell at them again. The officer told Macon to step away from the women, to which Macon replied “What, you going to tase me?” Macon’s wife told the officer that they had argued earlier in the day, so she went to her parents’ home on Magnolia Hwy. She said Macon had texted her throughout the day, telling her she would regret leaving him, and then he called several hours later telling her the house was on fire. The Parkers Chapel fire chief said the fire seemed to be suspicious. An investigation is ongoing.

County Reports

On Aug. 5, a man reported property damage that caused a power outage at his home on Big Pond Road. The man said that his power went out around 7 p.m. and that he drove to the road to try to identify the cause. He said that when he arrived at the end of his driveway, he saw a white truck backing away from the property in a hurry. It appeared that the vehicle struck a barbed wire fence, a guide wire to the utility light pole and then went into soft brush that was around. The light pole was snapped in half, causing the power outage. A piece of fender, the passenger side mirror and mirror housing and a fog light and its housing were found at the scene.

On Aug. 6, a woman reported property theft at her home on Pinson Lane. She said that several of her neighbors had been stealing from her since her husband died, saying she saw one man carrying one of the items she told him she was missing and that the other man stores a lot of things under his porch.

On Aug. 6, a man reported that about $1700 had been stolen from the safe at the VFW post on Industrial Road. An employee said that she put the cash bag in the safe the previous night, and the man said when he opened the safe the next morning the cash bag was missing. He did not have an idea as to who might’ve taken it.

On Aug. 6, a woman reported that someone had stolen $700 from her daughter’s wallet. The woman was living at a home she owned but was renting out; the tenant was out of town and allowed her to stay at the house. The woman was letting her daughter store some of her things at the house. The woman said that her daughter came home to the house one day and found her wallet open with $700 missing.

On Aug. 7, a man reported that a person he made a deal with did not hold up their end of the bargain. The man said he made a deal to trade a van, boat and boat motor for a four-wheeler. The man said he agreed to transfer the titles to a third person’s name, as the man he was making the deal with was planning to sell the items to him after the trade. The man said he came home one day and his boat and motor were both gone from his home. At that point, the man tried to contact the person he made the deal with, but was unsuccessful. A few weeks later, a third person came and dropped off a four-wheeler at his home. The man realized that the four-wheeler was not in good working order, which prompted him to make the police report.

On Aug. 7, a man reported that medication delivered by mail from the VA in Little Rock had been stolen from his mailbox. The man said he has 90 hydrocodone pills delivered monthly. He said he contacted the VA, who said the medication had been sent on July 26. USPS confirmed that it had been delivered.

On Aug. 7, a woman reported that her child was assaulted by his step-grandmother. The woman said her step-mother had whipped the four year-old boy with a belt about a month ago for not sitting next to his cousin. The woman showed officers a mark on the child where he’d been hit.

On Aug. 7, a woman reported that her ex-boyfriend was burning furniture that belonged to her. The woman said that the day prior, her ex had given her permission to come by his house to pick up some of her things. She said she got everything she could and then received permission from the ex’s mother to come back on the 7th for her furniture. That day, her ex’s sister called her and told her that the ex was burning her furniture. The officer contacted the ex’s sister, who said the ex had not actually destroyed any of the woman’s belongings. The officer contacted the ex, who said none of the woman’s property had been destroyed, but that he did not want her back at his house.

On Aug. 7, a man reported that his late father’s home had been broken into. The man said the home has been unoccupied since his dad passed about two years ago. He said that when he arrived at the property to check on it, the front and back doors were open and a hole had been made in the workshop door, which was also open. The man said no property appeared to be missing.

On Aug. 8, a woman reported that her son-in-law had stolen $50 from her bank account. The woman said she loaned her debit card to her daughter for her use only, and that somehow her son-in-law had managed to take a photo of the card information, send it to himself and then use it to transfer $50 into his own bank account.

On Aug. 8, a man reported that a spool of wire had been stolen from a property on Bailey Rd. The spool contained about 299 ft. of wire, valued at about $2,200, and the wire had about 600 lbs of copper contained inside.

On Aug. 8, a woman reported that her nephew had been assaulted at her home on Patterson Loop. The woman said her nephew was walking across the yard in his underwear and three men came over and attacked him, with two holding him down while the third battered him. The woman said one of the men had a hammer and was threatening to kill her nephew. The woman sustained minor injuries to her leg and the man was taken to the hospital with minor abrasions. One of the men accused of attacking the woman’s nephew called the Sheriff’s Office later to report the altercation. This man said he warned the woman’s nephew that he had children and didn’t appreciate seeing him walk outside in just his underwear. This man said the woman’s nephew approached him aggressively with an aluminum curtain rod, so he defended himself; he said that was why one of the other men had a hammer.

On Aug. 8, a man reported that, two days prior, his red pit bull came home with its throat cut. The man said the dog was being treated at Goodwin Animal Clinic and that he believes it could have been his neighbor’s child that cut his dog.

On Aug. 8, a man reported that over the past several months he has been receiving packages from eBay. He said originally he thought it was a mistake and just returned the packages to the sender. The man said he received a letter saying he owed $1400. He verified with eBay that he did not have an account with them and then filed a police report about possible fraud.

On Aug. 8, a woman reported harassment from her landlord in Parkers Chapel. The woman said mowing her lawn was part of the lease agreement, so she hired someone to mow it for her. The woman said her landlord came to her workplace and began yelling at her about the yard not being mowed. The woman said the landlord told her she had mowed the lawn herself and wanted $75 or for her to move out. The woman said additionally, her landlord has been incessantly messaging her for the past several weeks about other alleged lease agreements.

On Aug. 9, a man reported that 12 aluminum ground cables had been stolen from a Verizon tower site on Southfield Road. The man said about 100 ft. of cable had been taken, valued at about $500.

On Aug. 9, a woman in Huttig reported that the seal on her electric meter box had been cut. The woman said her electricity had been cut off on Tuesday and power was restored a day or two later. A tenant living in a trailer on the property said he believed her cousin had cut the power back on. The meter was running on the meter box.

On Aug. 9, a man reported the theft of his portable six-gallon gas tank. The man said the gas tank is valued at about $70.

On Aug. 9, a woman reported that her 81 year-old father was missing. She said that he had been home all day until after dinner, when he decided to go on a four-wheeler ride near their property on Bethel Road. The man was last seen wearing a white t-shirt, blue jeans and black slip-on shoes and was riding a 2004 camouflage Kawasaki four-wheeler. His daughter said he suffers from dementia, heart problems and is diabetic. He was located Friday.

On Aug. 10, a man reported that several items had been stolen from his home. The items stolen were a block brodix head with valves, pulling chains and a small block crank. The man said he and one of his son’s friends hid the items before he entered the hospital for several weeks so that his son would not find them. The man said he thinks his son and friend stole the items, saying the friend has helped him “hide” things in the past that subsequently went missing.

On Aug. 10, a woman reported that her white Pontiac Grand-Am had been stolen from her home in the Hayes City Loop area. The woman also said 15-20 Xanax pills, $300 and the car’s spare key had been stolen from her purse and wallet. The woman said she would occasionally let her son borrow her car, but only with her permission. He was not at home when she noticed the car missing.

City Arrests:

• Timothy A. Lowery, 51, of 707 S. Smith, was arrested Aug. 8 for second-degree battery, aggravated assault on a family or household member, parole violation, third-degree domestic battery, resisting arrest, and fleeing. Police were called to Lowery’s residence in reference to a domestic disturbance. Lowery’s wife told officers that he assaulted her and left the area riding a bicycle. She said the pair argued and Lowery “got in her face.” She said she pushed him away and he struck her in the face with his fist. He then walked outside, and when she attempted to lock the doors, he forced his way back inside and choked her by wrapping his forearm around her neck. To escape the chokehold, she said she bit Lowery’s arm. She said the couple’s young son then ran inside the room and yelled at Lowery to leave his mother alone. Lowery punched their son in the stomach and left the residence, the complainant said. She said he returned a short time later and forced his way inside the residence, grabbed a TV and left the residence on a bicycle, heading south. Police said the complainant had a small cut on her cheek and a scratch on her right forearm. They said the boy did not have any visible injuries. Police made contact with Lowery in the 700 block of East Hillsboro, and while they were speaking with him, he suddenly dropped the bicycle and began running. He was apprehended after a brief foot chase, and he struggled with officers, striking an officer in this face with his elbow, according to a police report. He was then taken to the ground and subdued. Lowery’s bond was set at $50,000 during a first appearance hearing on Aug. 8 in 35th Judicial District Court.

• Brandii L. O’Neal-Craig, 36, of Hamburg, was arrested Aug. 8 for theft by receiving and forgery. A man reported Aug. 6 the theft of his checkbook and the forgery of three checks totaling $320. O’Neal-Craig was identified as one of three suspects that were connected to the theft and forgery. Police said she admitted cashing the checks.

• Michael D. Martinius, 40, of El Dorado, was arrested Aug. 6 on Union County Sheriff’s Office warrant for failure to appear.

• Troy A. Frazier, 33, 2100 Marilyn, was arrested Aug. 6 on a warrant child support enforcement. He was also placed on a hold for Grant County authorities.

• Isaac McMullin, 38, of 1303 1/2 W. Cedar, was arrested Aug. 4 on a bench warrant for petition to revoke probation.

• Mustafa A. Naqvi, 36, of 5537 Calion Hwy. was arrested Aug. 4 for possession of methamphetamine, fleeing and a Union County Sheriff’s Office warrant for petition to revoke probation on a charge of terroristic threatening. While on routine patrol in the area of East Main and Hill, police said they saw Naqvi walking in the area and attempted to take him into custody for the active UCSO warrant. Naqvi reportedly told officers, “I don’t care,” and began running east. After a brief foot chase, police took Naqvi into custody when he fell while running. During a search incident to arrest, police said they found a bag of methamphetamine inside his left front pants pocket. Police said Naqvi sprained his ankle when he fell, and he was treated at Medical Center of South Arkansas before being transported to the Union County jail.

• Brandon R. Brewster, 28, of Calion, was arrested Aug. 3 on an Arkansas Parole Board warrant for absconding

City Reports:

• A woman told police Aug. 10 that her ex-boyfriend issued several terroristic threats against her via text message and voicemails, noting that the harassment began Aug. 9. She also said the suspect broke the windshield of her vehicle two months ago and paid for the repairs, and he previously attempted to pour sugar into the gasoline tank.

• A man told police Aug. 10 that someone broke into his vehicle at his residence in the 600 block of East 19th. No items were reported missing or disturbed.

• A man reported Aug. 9 the theft of a handgun from a vehicle he had on loan from a local auto dealership. He said he forgot about the pistol and his wife returned the vehicle on Aug. 7. The man said an employee told him that the pistol was not in the vehicle.

• A man reported Aug. 9 the theft of a laptop computer and an iPad. He said he was later notified by an Apple customer service representative that someone had attempted to change the password for the iPad and that the suspect(s) had set up thumb-print identification/recognition for the iPad. The man provided possible suspect information.

• A man told police Aug. 8 that a man issued several terroristic threats against him and his girlfriend, via voicemail messages and social media posts. A friend of the complainant told police that suspect has also sent her messages in which he threatened the complainant.

• A woman told police Aug. 8 that someone fraudulently picked up her prescription medication from a local pharmacy. She provided possible suspect information, noting that she had previously reported a theft from her residence that involved the same suspects. Employees of the pharmacy described the suspect as a black female who was accompanied by a black male.

• On Aug. 8, a man told police that someone broke into his neighbor’s residence in the 800 block of East Sixth. The man said he heard glass breaking and initially feared someone was breaking into his own residence, and when he went outside, he saw a male in his neighbor’s yard. He said he confronted the suspect, who was carrying bolt cutters and “some type of light.” When he told the suspect he was not allowed on the property, the suspect said the items belonged to him before dropping them and running away, according to a police report. Police said a window was broken on the north side of the house and it did not appear as if entry had been made. Officers made contact with the owner of the property, who said the house was vacant and was being used for storage. Police said they recovered bolt cutters and a desk light from the street.

• A woman told police Aug. 7 that someone broke into her residence in the 700 block of Liberty, adding that it was the second burglary to occur at the residence within the week. A check written in the amount of $160 was reported missing during the second burglary. Two TVs and a video game system were reported stolen.

• A man reported Aug. 7 a burglary at his residence in the 1200 block of Trinity. He said two gold necklaces, two gold rings and prescription medications were stolen. He said the suspect(s) busted a back window, and a bag and metal pipe, neither of which belonged to him, were laying underneath the window. The man also said there appeared to be blood on the curtains.

• A woman told police Aug. 7 that someone entered her vehicle at her residence in the 800 block of Marsh and stole a videogame system and cellphone. an iPhone 7 Plus. She said the vehicle was not locked at the time.

• A man told police Aug. 6 that a friend stole $1,500 cash from his wallet. He said the wallet was inside his room at a local motel, and when he went to a nearby convenience store, while his friend was visiting, he left the wallet in the room to go to the store. He said his friend was gone when he returned, and the money was missing.

• A man told police Aug. 6 that someone stole a toolbox containing several tools from the bed of his pickup truck at a residence he was visiting in the 500 block of Dixie Drive. He said the arm of one of the windshield wipers was bent and there was grease on the wiper blade.

• A woman told police on Aug. 6 that someone broke into her residence in the 1300 block of West First. No items were reported missing, but several items were disturbed and the closet door was broken off the hinges, she said.

• On Aug. 6, a man told police that two women he knew threatened him with what appeared to be a handgun. He said he was riding his bicycle across a parking lot in the area of Hillsboro and Bradley when the women passed him in a vehicle, turned around, pulled up to him and pointed what looked to a handgun. He said he threw down his bike and confronted the women and as he looked around for a weapon to defend himself, they drove away, heading west.

• A woman reported Aug. 6 the theft of a handgun from her vehicle. She noted the vehicle had recently been in the shop for repairs, and when she picked it up, the handgun was missing. She said employees at the repair shop told her the vehicle was secure while it was there.

• Police responded Aug. 6 to a report of a burglary at the Sno Shack, 1102 Mount Holly Road, and stole $100 in change.

• A woman told police Aug. 6 that someone vandalized her vehicle at her residence in the 1600 block of Short East Hillsboro. She provided possible suspect information. She said the suspect(s) keyed the vehicle and flattened all four tires. Police said the word “liar” had been scratched on the front driver’s door.

• A woman told police Aug. 5 that someone stole her son’s bicycle, a green, 26-inch Mongoose with chrome lettering, from her residence in the 500 block of North Euclid.

• On Aug. 5, a woman reported a burglary at her residence in the 1800 block of East Cook. No items were reported missing.

• On Aug. 4, a woman told police that someone broke into her residence in the 1300 block of West First and stole a fireplace insert, two beds, three end tables, a rug, dresser, two nightstands and several lamps.
