Dan Harmon changed the political landscape for Dennis Milligan.

When Harmon, a former Saline County prosecuting attorney convicted of racketeering, extortion and drug-related charges, was placed back on the county payroll in 2008 by then Circuit Clerk Doug Kidd, Milligan was furious.
