Scott Bennett, director of the Arkansas State Highway and Transporation Department since Sept. 22, 2011, will be the guest speaker when the Rotary Club meets at noon today at St. Mary’s Episcopal Church.

Bennett was selected to the postition by the Arkansas Highway Commission.
