Weird news from the Capitol today where one man reportedly cuffed himself to the railing of the steps and refused to leave until several public officials would speak with him, according to the Arkansas Democrat-Gazette.
Police allegedly clipped the cuffs but allowed the man to stay in place without an arrest or fines. They then advised him not to cuff himself to state property.
